The Education Ombudsman and his office will begin full-fledged work in early November. This was announced by the Education Ombudsman Sergei Gorbachev during a meeting with the Minister of Education Anna Novosad.

According to the ombudsman, by November his office needs to develop many internal procedures and develop algorithms for dealing with appeals.

"We are now moving according to the planned schedule, meeting all deadlines. In particular, we approve the staffing schedule. We will have 5 people in the legal department, there will be a sector for dealing with appeals, a sector for regulatory and legal We have already started work on proposals for the draft law "On complete general secondary education". There are moments that I, as an educational ombudsman, am very interested in. There are things and problems that can be solved only by establishing new rules of interaction in the education system, so we consider making proposals to laws and regulations as one of the important issues for us, "Gorbachev said.

He also announced the intention of his office to make an analysis every month about what appeals were received, what topics, what solutions the office of the educational ombudsman offered.

“And here the related issue is building cooperation with the Ministry, the State Service for Education Quality. The feeling of this arose when the Minister of Education and Science of Ukraine proposed to transfer the directors of all general education institutions to a six-year contract without announcing a competition. This recommendation means that the issue of reorganizing the management of the system is postponed for six years. The new Ukrainian school will be built by all those who "successfully" managed the old one. Roman Pastushenko discusses the threats of such an approach.

The decision of the board of the Ministry of Education and Science of Ukraine of February 23, 2018 only increased the concern that instead of a new, actually Ukrainian school in Ukraine, we will have a redesigned old, post-Soviet one.

What are the reasons to think so?

I will start with quotes taken from the news of the official website of the Ministry of Education and Science (the official decision of the board is not yet available):

“February 23, 2018 at 2:27 p.m. The Board of the Ministry of Education and Science of Ukraine has approved standard educational programs for primary school, which will be attended by students in grades 1-2. They will become the basis for the development of textbooks for primary school students. "

I interpret this decision as follows: only these two "typical" programs, each of which has a corresponding curriculum, can be used to develop educational complexes for students in grades 1 – 2. Academic freedom for the school comes down to choosing between these two programs.

I quote the same message:

“Thus, educators are offered 2 typical educational programs, each of which is developed in accordance with the new Law of Ukraine" On Education "and the State Standard of Primary Education. The pedagogical council of the institution independently chooses which program will be taught, and the head approves the program approved by the pedagogical council. "

The school has the right only to supplement the selected standard program and choose one of the N number of educational complexes prepared for it.

Two programs – the choice is small, but still it is a choice.

Because of this choice, can our primary school teachers finally give up teaching and start thinking strategically?

After all, the low quality of primary education in Ukrainian schools is caused primarily by the teacher’s reluctance to plan the educational process independently, linking the material of various subjects into the whole child needs this age – the picture of the world. Judging by the message, the difference between the programs is small. As noted by the head of the author’s team of one of the programs, Academician Alexander Savchenko:

“The developed programs have equally defined content lines, because they were created in accordance with the draft State Standard. The difference between them is the level of integration of educational sectors into subjects. Another difference between the programs is the expected learning outcomes. According to one program, they are determined with a breakdown into 1st and 2nd grade, according to another – at the end of the cycle (after 2nd grade).

What to do to those institutions of general secondary education (ZSSO), which are not satisfied with either of the two "typical" programs, schools in which teachers will either develop the original educational program, or want to use one of the created "scientific institutions or other sub ‘objects of educational activity on .on the basis of this State standard "?

I could not find an official answer to this question.

The Law of Ukraine "On Education" only states that all educational programs "are developed and approved in accordance with this Law and special laws."

The question arises as to why, in circumstances where the draft law on general secondary education, where the procedure for narrative essay topics reviewing and approving all educational programs, “typical” and “atypical”, should be clearly spelled out, has not even been submitted to the Verkhovna Rada, the Ministry of Education and Ukraine has not prepared a relevant Regulation or other normative document?

Well, a thoughtful reader will say, perhaps such an act was unnecessary, because only two programs were developed, which passed the examination, received positive feedback, were submitted to the MES board and approved as "typical". At least that follows from the official statement quoted above. It does not say a word about any other educational or training programs for grades 1-2 that would be considered at this board.

But a member of the board of the Ministry of Education and Science, director of the capital’s specialized school for the Ukrainian language №148 named after Ivan Bagryany Sergei Gorbachev in his Facebook post on February 23 said: the board discussed not two but 11 educational programs for grades 1-2 of the New Ukrainian School plus 24 programs for schools with the languages ​​of national minorities. According to Mr. Serhiy: “the discussion of the nine programs, which are carried out on other bases [than those approved as typical – RP, highlighted by the author of this article], was stormy. For the first time in my memory, – he writes – the Board, which always votes more or less consolidated (because draft decisions are carefully prepared), voted with a difference of one vote "for" / "against".

The following list caused a discussion:

Judging by the post, these 9 programs are an alternative to the similar in content and approaches "typical". It is not clear from the post what exactly each of these programs differs from the others in terms of content. It is clear only that the comments on these programs, due to which they were not approved, did not concern the content. These three "key" remarks, according to Sergei Gorbachev, are as follows:

"one. Contain a powerful "commercial" component. That is, parents have to pay certain amounts to developers every month for printing workbooks and providing other educational materials. And this violates the principle of equal access to the state education system.

2. Some of them are extremely overloaded with educational material that does not correspond to the age capabilities of children 6-7 years.

3. For the education of children under certain programs, selection procedures for the first grade are established, which is strictly prohibited by the Law "On Education".

Ivanna Kobernyk, an adviser to the Minister of Education and Science of Ukraine, made another remark about one of these nine programs during a discussion on Facebook. According to her, "the program of IU (" Intellect of Ukraine "- RP) was not closed, not banned, but sent for revision, because the authors did not bother to submit the program in proper form."

These remarks look at least strange. I think many people know that in order to get the stamp of the Ministry of Education and Science, curricula and textbooks must pass a special expert assessment and receive an appropriate conclusion-recommendation.
